The Failure of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of contrasting events captured the grim essence of the current period. By day, diplomatic battles are waged: positive announcements are released from different nations. Immense energy is allocated on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "settlement".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a capability provided through current data. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by partner states. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: maybe the incoming missile won't strike its target this time, preventing destruction from ruin and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly imported technology. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.

Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and utility failures in multiple buildings as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's vital need on Western support – a dependence that regional partners are demonstrably unable to fill in the immediate future.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, certainly, persist.

Strategic Calculations

It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a premise well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is unfeasible to compel Moscow to relinquish the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does nothing to deter Moscow, through statements or actions, from assuming that the status quo will not change more in its advantage in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a entire defensive failure until situations evolve in its advantage.

Present Conditions

Factually, there are no real preconditions for a truce. Now, subjective factors are entering the equation: political desires to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a only one week to kill the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, current information leaks, all did their job.

While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
